How to Choose the Right Commercial Fit-Out Contractor in Dubai: Licensing & Approvals Checklist
Planning to update your commercial space in Dubai? The single biggest factor in how it turns out is who you hire to do it. There's no shortage of options, which is exactly what makes the choice feel overwhelming, and getting it wrong is expensive in both time and money.
Beyond experience and reputation (which we cover in detail in our guide to choosing the right turnkey fit-out contractor), there's one area that's easy to overlook and hard to undo once you're mid-project: whether the contractor is actually licensed and approved to do the work you're hiring them for.
Experience Still Comes First
Look for a track record of completed commercial projects in Dubai specifically, not just fit-outs in general. A team that's worked in the city knows the local regulations and approval processes, and they've already hit and solved the problems that catch newcomers out.
Licensing and Authority Approvals
This is the part most business owners don't think to check until something goes wrong. A commercial fit-out contractor in Dubai needs more than a general trading licence to work legally on your space.
At minimum, ask to see a valid trade licence covering fit-out and contracting work, and confirm it's current, not expired or pending renewal. For anything involving fire and life safety systems, ceilings, or partitions, the contractor should hold Dubai Civil Defence (DCD) accreditation, since DCD sign-off is required before a fitted-out commercial space can legally open to the public.
Approvals also depend on where your space sits. A unit in a DDA-regulated building, a TECOM free zone, or a Trakhees-governed area (such as Palm Jumeirah or JBR) each has its own submission and inspection process, and a contractor unfamiliar with that specific authority will slow your project down navigating a process they should already know. It's worth asking directly which authorities they've submitted drawings to before, not just whether they "can handle approvals." Finally, it's worth doing your own quick check with Dubai's Department of Economy and Tourism (DET) to confirm the company's licence is active and matches the trade name they're quoting under. It takes a few minutes and rules out a surprising number of problems before they start.
Transparent Pricing
Ask for pricing broken down against a proper Bill of Quantities (BOQ), item by item, rather than a single lump sum. A BOQ lets you see exactly what you're paying for at each stage, compare quotes on equal terms, and catch scope gaps before they become change orders halfway through the project. A reliable contractor will walk you through it rather than waving it away as "standard."
The Bottom Line
Licensing and approvals aren't the most exciting part of choosing a contractor, but they're the part that determines whether your project runs smoothly or stalls in front of an inspector. Check the paperwork alongside the experience and reputation covered in our guide to choosing a turnkey fit-out contractor, and you'll be choosing from a much shorter, much safer shortlist.
